Dr. Andy Binns -Chairman
Dr. Andy Binns retired in 2011 as the Director of FTE & Student Reporting for the School District of Palm Beach County, which serves over 175,000 students. He was responsible for insuring that student data was recorded correctly in the district’s Student Information System (TERMS) and accurately reported to the FDOE. Throughout the years, he developed scheduling procedures that ensured the district met the constitutional Class Size requirements, addressed remedial instruction, and accounted for all instructional personnel.
Dr. Binns currently consults with charter schools across the state addressing their student scheduling and data reporting. He has been teaching finance/budgeting courses over the last 20 years for several universities and has developed curriculum for courses at the Graduate and Doctoral levels.
He and his wife are avid travelers and have resided in Palm Beach County since 1988.
R. Scott Shelley-Member
Mr. Shelley is a South Florida resident for 22 years. Since 2000 Scott has operated an independent advisory practice with a focus on Financial Risk Management and Asset Protection planning. He holds a Series 7, 63 & 65 FINRA license & State insurance licenses in Florida and several other states. Scott began his financial career as a stock broker in 1995 after attending Nova University. Prior to opening his own practice Scott worked for a national estate planning company and John Hancock Financial Services.
Judy Lehman-Member
Being born and raised in Palm Beach County, Florida, Judy Lehman proudly calls herself a Florida Native. She began an extensive teaching career after attending University of Florida and Florida Atlantic University in 1988. Judy has teaching experience across all three levels; 16 years in Elementary School teaching all subjects, three years in Middle School teaching Language Arts and 6 years in High School teaching English, and AVID (Advancement Via Individual Determination), a College and Career Readiness Program. While working in this capacity, she also has served as an Instructional Leader, mentor for teachers and teacher leaders, Choice Program Coordinator, Graduation and College bound Coach, writer and manager of many federal and state grants, Coordinator/Facilitator of Professional Learning Communities, and Coordinator of Professional Development. Her latest endeavor with the School District of Palm Beach County is as a Specialist in the Department of Professional Development. She currently serves as the District’s Coordinator for the Alternative Certification Program, Clinical Education Training, National Teacher Induction Network Facilitator and Trainer as well as District Trainer for the Marzano Observation and Evaluation System. She strives to be a lifelong learner, believing that high expectations of her, peers and students are strong elements that will lead to her success in any environment.
Shari Cooper, Parent/Facilitator Liaison
Mrs Shari Cooper has been a early childhood teacher since 1989. She has taught grades Pre-K through 2nd Grade in both public and private schools in New York and Florida. Mrs. Cooper attended Queens College in New York for her undergraduate and graduate teaching degrees.
Mrs. Cooper taught Kindergarten for four years at PBMA and has been our Parent Liaison since 2016. The Parent Liaison's job is to bridge the gap between home and school by helping parents get the information and support they need to ensure their child's academic and social success.
Mrs. Cooper also organizes parent volunteers and fundraising.
